A Personal Gripe

I was recently knocked down by a hit and run driver as I was using a pelican crossing. Although suffering minor cuts and bruises only, I felt the incident was worth reporting to the PSNI –  a witness had managed to catch the licence number of the 4×4 vehicle. After a lengthy wait at the police station, I was asked to produce my MOT and insurance. Can anyone explain to me why a pedestrian victim of a hit and run has to produce his valid vehicle documents? The police officer dealing with the incident would not provide an answer.
